Also he tried talking to the manager of the Appt. and he said he would clean up but its been 2 years. He won&#8217;t give us the number of the owner. He doesn&#8217;t fix the heaters and he also fixes cars out back illegally. He has a lifted car in the back where the kids play and open paint cans. He won&#8217;t give me the landlords number so do I call the health department or do is there another place to call???? Help please.<br />

Is there ANY way I can just change them, I believe taking them out would cost a lot of money, so should I just buy seat covers? That may get a little too hot in the summer since I live in Vegas.
